Curriculum and NCEA rollout slowed

Education Minister Jan Tinetti announces changes for NCEA implementation and steps to prioritise maths and literacy

On 19 April 2023 Minister of Education Jan Tinetti announced the Government is prioritising maths, literacy, te reo Māori and pāngarau learning, while shifting the timeframes of other changes to NCEA and the national curriculum. Read the announcement.

This decision is about listening to what kaiako and leaders have told us they need, and making sure they are fully prepared to implement the changes confidently.

Changes

  • The new Level 1 achievement standards will be fully implemented in 2024 as planned.

  • Level 2 will be implemented in 2026 – instead of 2025. Level 3 will be implemented in 2027 – instead of 2026.

  • The NCEA co-requisite for literacy, numeracy, te reo matatini and pāngarau will be introduced in 2024.

  • During 2024 and 2025, learners will be able to meet the 20-credit co-requisite through achieving either the new literacy and numeracy, te reo matatini and pāngarau standards or gaining 20 credits from a small list of literacy- and numeracy-rich standards in English, Mathematics & Statistics, Te Reo Māori, and Pāngarau.

For schools and kura using the co-requisite literacy, numeracy, te reo matatini and pāngarau Common Assessment Activities this year

  • Use of the co-requisite common assessment activities in 2023 is unaffected by the timeframe changes. Credits gained by ākonga from these assessments will contribute to their NCEA achievement.

  • We will continue to provide resources and support to schools and kura to advance ākonga literacy and numeracy development.

For schools and kura piloting NCEA Level 1 this year

  • The 2023 pilot is unaffected by the new implementation timeline.

  • We will continue to provide resources and supports to schools and kura piloting the NCEA Level 1 standards as expected. This includes sharing the ‘draft for pilot’ standards in early Term 2.
