Planning Level 1 teaching and learning
All New Zealand curriculum draft-for-pilot Level 1 achievement standards and related subject materials were published in Term 2, 2023.
Updated Level 1 NZC achievement standards will be available by the beginning of Term 4, 2023.
A strength of the new NCEA materials is the flexibility provided to schools and kura to tailor courses of learning. Courses are derived from local contexts, the curriculum, and NCEA learning matrices.
Each NCEA Level 1 learning matrix and course outline can be used for planning Level 1 courses in 2024. Subject pages in this website, including learning matrices and other resources on the Learning and Teaching ‘tabs’ aim to support teachers to design courses using the new NCEA materials. Course outlines are available on the Teaching tab for each subject on this website.
Level 1 standards are being finalised. We are completing final amendments across Term 3.
One of the key system shifts of the NCEA change programme is to balance learning and assessment. The holistic nature of the achievement standards provides teachers more flexibility in course design. Courses of learning using both the learning matrix and course outlines can be developed while the assessment standards continue to be finalised.
DRAFT-FOR-PILOT LEVEL 1 STANDARDS
Subject specific information in each subject page has brief notes on changes from previous versions available under ‘Recent Changes’.
The end of June 2023 marked a ‘stage gate’ for the end of receiving feedback on NCEA materials from 2023 pilot schools (New Zealand curriculum subjects). Based on feedback and work with NZQA, we anticipate making changes to some of the re-developed Level 1 NZC standards. ‘Recent Changes’ information will be updated with fuller detail for each of the standards in this category.
Changes and more information will be clearly indicated via website updates, direct emails, our Te Poutāhū School Curriculum Update and direct from NCEA Implementation Facilitators.

Schools can anticipate a common submission date for submitted externals in 2024. To improve consistency and maintain some flexibility, all external assessment is either held or submitted in Term 4.

We want to provide you with clarity around what to use and when. Become familiar with the refreshed learning areas as they are made available – in ways that best suit your current planning and capacity.
