NCEA Change Programme rephased by two years

The Government has rephased the implementation timeline of the NCEA Change Programme by two years.

The Government has rephased the implementation timeline of the NCEA Change Programme by two years so that the secondary curriculum of Year 11-13 subject areas is developed first. 

The rephasing will enable better alignment between the curriculum refresh and the NCEA Change Programme. 

Under the new timeline: 

  • NCEA Level 1 (revised) and NCEA Level 2 will be fully implemented by 2028, not in 2026 as previously planned.
  •  NCEA Level 3 will be fully implemented by 2029, not in 2027. 

“I will be delaying the programme’s start by two years. It is essential to change the approach, give certainty to teachers, parents and students about the implementation timeline of the NCEA Change Programme and put in place a clear, knowledge-rich curriculum,” Education Minister Erica Stanford announced on 5 April 2024.
