Revised Achievement Standards and supporting materials for assessment in 2025
A number of Achievement Standards and supporting materials have been updated for 2025 following the annual review and maintenance programme of the New Zealand Curriculum NCEA subjects across all three levels.
Most of the updates are very minor and have been made to improve clarity and interpretation. Some are due to the removal of submitted reports as a method of external assessment in NCEA Level 1 from 2025.
All affected Achievement Standards and supporting materials are now available for planning purposes on the NCEA Education website. Draft External Assessment Specifications for 2025 for those subjects with an external assessment method change are available on the NZQA website.

Kia ora tātou. This video will give an overview of the NCEA Review and Maintenance Programme and the updates to NCEA that will be implemented in 2025. It will cover what the Review and Maintenance Programme is, why we need it, and where you can find updates for your subject.
So what is the Review and Maintenance Programme? The Ministry of Education is the standard setting body for Achievement Standards so it has responsibility for reviewing and maintaining those achievement standards and their associated materials. RAMP is an ongoing business-as-usual process.
Ideally, a listed Achievement Standard should remain fit-for-purpose until its planned review date but there are instances where issues are identified with standards, or their associated supporting materials, which require adjustments to be made earlier. This is particularly the case when all products are new and have only just been implemented. The last review and maintenance of NCEA took place before the Review of Achievement Standards began.
The review and maintenance of NCEA ensures that Achievement Standards and their associated materials remain effective, relevant, and beneficial for all who use them at all levels of NCEA. For 2025, the review and maintenance updates include some Achievement Standards and supporting material from Level one as well as some current Level two and three subjects.
Supporting material means the documents that that are used to understand or assess an Achievement Standard. They can include the Unpacking the Standard page, Conditions of Assessment, Internal Assessment Activities and their assessment schedules, Course Outlines, the Subject Learning Outcomes, and External Assessment Specifications. Note that the External Assessment Specifications are written and published by NZQA.
It's really important to note that changes for clarity and interpretation means that the competencies being assessed in all the affected Standards are unchanged. Many of the listed changes are made to maintain alignment - that is, when an Achievement Standard is changed, all the affected supporting material must be updated to align.
The NCEA Education website is the place to view all the updated Achievement Standards and their supporting material to inform your 2025 planning except the External Assessment Specifications as noted earlier. It's important to note that the updated material must be used from 2025 onwards but not for any remaining 2024 assessments.
The updates are provided on the NCEA Education website as printable and downloadable PDFs. In January 2025, existing NCEA Level one material will be replaced on the NCEA Education website and Level two and Level three material will be updated on NZQA and the TKI websites as per current practice.
So until January 2025, all the updated Level one material can be found on the NCEA Education website, on the landing page for each affected subject. Where there are updates to Achievement Standards these are published in one PDF with all the affected supporting material in a separate PDF. These can also be downloaded as a single zip file.
When you open each PDF, there is a table on the first page that lists the changes that have been made. Each PDF file contains the full updated version of every affected document. In the supporting materials PDF, underneath the pictured summary there is also a Contents page for easy navigation.
Updated NCEA Levels two and three material can be found via a new menu item on the NCEA Education website. Under the 'NCEA Change Programme' tab, choose 'Reviewed Materials for 2025' to find similar PDFs of updated Level two and three material. Just a reminder that from January, the Level two and three content will replace the versions currently hosted on NZQA's website for Achievement Standards and TKI for supporting material. These PDFs will then be removed from NCEA Education.
To help teachers in understanding and planning for the 2025 updates to NCEA, the Ministry is providing online workshops for some affected subjects. The first round of workshops will take place later this term with another early in Term 1 2025, if needed.
These workshops will be subject-specific and hosted by the NCEA Implementation Facilitators. The updates for each subject will be discussed in detail. The sessions will be recorded.
